      Parallel connection electricity is to convert solar power into AC through Mains power parallel converter for general electric appliances use. In short, the solar PV system can be connected in parallel with the Taiwan Power Company’s electricity network.

       Islanding effect is that the solar PV system is providing electricity in parallel with mains power supply, and it will cause independent power supply when the mains power supply system breaks down without timely detection and cutting off the mains power system. Once the islanding effect occurs, it will cause personal injury and equipment damage, so the system should be equipped with this effect’s detection protection.

       As far as the energy is concerned, the efficiency of the best solar panel is less than 30%. However, with the considerations of eco-friendly, greening, reducing carbon dioxide, and other comprehensive benefits, then the solar PV system will have a very good efficiency.

       Related equipment for a set of solar PV system includes solar panels, solar brace system, DC-AC power converter, DC plate convergence, AC power strip, batteries, charge controller, and so on. Generally, the setup fee of 1 kWp solar PV system depends on the set location and construction method. The current system price is about 80~130 thousand dollars per KWh.
       Since the solar PV cell can generate electricity with sunlight, and its generating capacity and the sunlight intensity are in direct proportion. In the areas with 3~4 daily sunshine hours (such as central and southern Taiwan), each kWp solar PV system can save 3~4 kWh electricity a day.

       Installation of solar PV system with single-crystal or multicrystalline silicon PV cells take about 10~15 m² (about 108~144 square feet) If it is non-crystallized silicon PV cells, they will take more than 1.5~2 times areas of each kWp.
        When evaluating the installation capacity on the roof, we still need to take objects that will shade the modules into account, such as parapet, towers, roof protrusion, trees, nearby buildings, and soon. We should avoid installing modules in shades areas, so as not to reduce the system generating capacity. 

Example 1:
If people install 5kWp solar PV system in Chiayi and the installation cost is 120 thousand dollars per kWp, so 5 kWp solar PV systems is 600 thousand dollars. It can generate about 6296 kWh electricity for a year (refer to the table above), and according to wholesale purchase rates, the first phase cap rates is 9.4645 dollars per kWh in 2012. You may get the feedback in about 10 years.
 
Example 2:
Takes Kaohsiung as example, if people install 5kWp solar PV system in Kaohsiung and the installation cost is 120 thousand dollars per kWp, so 5 kWp solar PV systems is 600 thousand dollars.        When people and system vendors have signed sales and purchase agreement, solar PV system can be divided by construction and administrative application processes. Administrative application processes generally includes the following processes:

1. Parallel review comments (Taiwan Power Company district office): Make sure the parallel connections after the completion of parallel system for the follow-up construction reference.
2. Agreed torecord (Bureau of Energy): Make sure and so the statistics of overall domestic capacity, location and other information.
3. Sign the power purchase agreement (Taiwan Power Company district office): Ensure the setter’s rights of purchasing the electricity.
4. Construction operations (setters): Setters deal with construction work by themselves or entrust professions to handle.
5. Parallel completion (Taiwan Power Company district office): Power supply and valuation start.
6. Device Registration (Bureau of Energy): Complete solar PV system operation.

       As far as about 10 kWh systems are concerned, after the system design and preparation of materials are completed, system installation take about 1~6 weeks (based on actual installed capacity); the administrative processes take about 1~2 months, based on manufacturer’s coordination and personal case.

Notice: Site of setting solar PV system needs related legal documents, such as houses use permits, land ownership certificate, and recent electricity bill.

       In order the encourage the installation of solar PV system, according to “Renewable Energy Development Bill” article 9, Ministry of Economic Affairs reviews and validates each category of renewable energy power purchase wholesale rates to purchase renewable energy generated by Industry and the public with preferential fixed price, and long-term protection, whose method has included the spirit of equipment subsidy.

       Currently the country has implemented the “Renewable Energy Development Bill” The Government has adopted Electricity wholesale purchase system to encourage renewable energy set. However, it doesn’t provide subsidies for general solar PV system.
       In order to strengthen the promotion of “Million Rooftop PVs Promotion”, Ministry of Economic Affairs has already established “Million Rooftop PVs Promotion Office” to integrate related resources and provide professional assistance for domestic Industries, City and County government, and installers professional assistance to solve setting obstacles and accelerate the setting effectiveness. Promoting measures include simplifying the overall setup process: easing the requirements for bidding eligibility, cooperating with local government, township office (town, city), and district office, promoting the development plan for sunshine community, and so on. Besides, Ministry of Economic Affairs promotes PV-ESCO mode, and combines financing and wholesale purchase rate mechanism to lead the domestic system Industry to build new operating mode.
